Here’s the thing. The Roman senators would also have combat training and there’s 23 of them.

However I would still give it to Eowyn because

1. The senators are currently disorganized and are not wearing armor and
2. Eowyn is fictional and therefore has the advantage of plot armor whereas being from real life, the senators have no such advantage.

3. Some of the Senators are wielding knives, thus Eowyn has the range advantage.

4. The senators likely do not expect a woman to be capable of martial combat and thus they will not take Eowyn seriously until at least a few of them are dead.
