Due to his nature as a vampire and while the lore about extreme conditions can shift from one to another, for Dahlia (verse 1) extreme cold weathers does not ruffle him in the slightest, and nor does he breathe out puffs of cold air (like any non human in game).
Hot weather conditions, on the other hand, he’s not perfectly immune but can resist better than the unnaccustomed.
